Create a configuration to remove the ability to delete quotes for Power Users in iQuote.

Currently we can only remove the ability to delete quotes for Sales Rep users. We would also like to remove the ability for power users to delete quotes in iQuote.

When submitting a quote, in addition to a quote submission activity being created, a follow-up activity should be automatically pushed into SalesLink. This will create the necessary reminder to the MSRs.
