Upload CVA pricing

Today, CVA pricing must be updated by filling out a spreadsheet and asking Texada staff to update the pricing which typically happens on an annual basis. This enhancement will add the ability for customers to this themselves in the application.

Allow edit functionality of manually added local items for the following fields, description, part number and vendor

For MANUALY added local items only, allow users to edit the description, part number and vendor. At the moment the only way to change these is to delete them then re-enter them which is time consuming.
