When creating a lead currently you do not need to enter Probability Of Closing and the logic
defaults it to 2 (medium) when transferring the lead to an opportunity - and that is not configurable. We want the logic to default to blank and require the sales rep to select a probability of closing

There is a configuration to show probability of closing on a lead, which is currently turned off at Ohio.
