Uploading Document should update "last updated" date

The last updated date should be impacted by a document being uploaded, checklist being marked off and other changes that impact where that deal is in COTI, not just changes to deal details.

Make configurable, creating a change request when a deal is cancelled.

Currently, when you cancel a deal, it creates a change request for each group, each person in each group. All of these have to be managed to completion which is extra work. I think this function should be configurable to be turned off/on.
