ServiceLink Flex should filter charge codes based on config key

SVL.Labor.ChargeCode.Excluded filters charge codes in Web, it should also do so in Flex.

    I logged a ticket and was told to put it in the ideas portal.
    I think this idea is the same issue we are facing.

    'We have list of Labour Charge Codes that are hidden in ServiceLink. However we have noticed these codes aren't hidden on Flex. Can you please hide them as we don't want tech's to use them. They are codes that make standard jobs work and that's it. Cheers'
