It would be nice to have a required notes section added the equipment or asset transfer pop up to explain why it is being transferred.

You can work around this with the following:
Enable the Notes field for customer equipment with ckCommon.Customer.EquipmentAddEdit.Notes.Show
Use this field to capture notes as to why the equipment is transferring
The gatekeeper can view the equipment notes when reviewing changes by clicking on the "Edit Request" button when viewing an equipment transfer request
