Security option required for CIM - ability to edit any Customer issues but not delete

Tracking of Customer issues is critical for our CX strategy and we are pushing to have Saleslink as the main tool for tracking issues across the group. The current security option for editing any Customer issues also enables users to delete a Customer issues . We need the ability to have super users edit and re-assign etc any Customer issue but not delete.
