CIM - Ability to see open and in-progress issues on the same view

For people managing issues it is helpful to see all open and in progress issues together. At the moment on the issues report you can only see either Open OR In Progress at once. This really needs to be a multi select option on the report.

    Further to this, the default for the report needs to be both Open and In Progress issues displayed.
