When quoting a non-Cat machine with no SN or one that isn't on the customer's pop file, the PSE Type field is still mandatory. When a non-Cat machine is in the customer's pop file and is selected in the quote header, the PSE Type field becomes optional. Need this functionality right away before we convert the PSE Type field visibility key in CloudLink Console to 'Show (Mandatory)'
