Fix quote status when using new pre-approval function in COTI. Currently, it is not accurate.

We currently employ the pre-approval flow in COTI. In building this, we veered from Uptakes old process of submitting the quote using the Common Task menu which changed the status to "Submitted". In the new process, the user is Submitting for Approval (or Pre-Approval) and Uptake did not take into account the quote status (which you see in iQuote as well as the Opportunity view in Sales Link). So, now it does not change. Currently, when a quote is submitted for approval (or pre-approval), the status of the quote stays as "In Progress" and looks like any other quote until it is Won, Lost, No Deal, etc.. Status should say "Submitted".
