Enable dealers to upload local items in the UI

Currently, when a dealer wants to upload a new local items file, they have to submit a ticket, which is frustrating for the customer and uses scarce internal resources.

    This would assist with a increasingly changing world where prices fluctuate more and need to be adjusted so our margins don't fray.
