Improve EMT Sync with ServiceLink Tickets

Problem to Solve:

There are issues with how the tickets and work orders in ServiceLink are kept in sync with the EMT events. This causes issues with having the wrong status, future items not being updated and some items being marked as missed.

Review the current functionality and determine improvements needed to ensure a consistent sync between the two systems
