Allow the dealer more ability to grant access based on user.

Not just for COTI but our main concern is there. We'd like the ability to have more capabilities to grant access to certain tasks not just fields (delete documents, complete checklist items,,complete change requests, etc) based on the user and/or their role. We have many different types of users in COTI that don't necessarily fall within one specific user group so their access should be limited or view only. While others play a large part in terms of helping other roles (sale coordinators helping sales reps) so allowing them to do certain things on behalf of a sales rep would be beneficial. This would some sort of layered access I guess..?
